The proposed rule will only effect certain electric cars and luxury hybrid vehicles, and they will be required to come equipped with the pedestrian safety sound system. Other vehicles that could be affected are motorcycles, buses, heavy-duty trucks, light and low-speed vehicles.

Hybrid & electric car concepts are increasingly awesome

A report conducted by the agency in October of 2009 discovered a higher rate of pedestrian accidents associated with hybrid and electric vehicles. A second report conducted in April of 2010 showed that the quieter hybrids posed a threat to visually impaired pedestrians, who were unable to hear the engine running.

According to NHTSA administrator David Strickland,
“Even as we make giant leaps forward with hybrid and electric vehicles, we must remain laser focused on safety. With more and more quiet vehicles on the road, we have to consider their effect on pedestrians.”
